Before ACCIONA and Sacyr could design a foundation for the new I-10 bridge at Lake Charles, they had to find out what the ground under it would actually do. So they built trial embankments — test fills in Westlake and in Lake Charles, loaded and instrumented and left to settle, to see how far and how fast soft Gulf Coast soil moves under a highway approach.
That is the real story of the $2.3 billion Calcasieu River Bridge replacement in its first construction season, and it is more important than any rendering. This project lowers a highway from a 152-foot profile down to somewhere between 75 and 95 feet, which means the bridge gets shorter and the earth approaches get longer. Long, heavy embankments on compressible coastal soils are a settlement problem, and settlement problems get solved before you build, or they get solved for the next fifty years by the maintenance contractor.
What is being built
The scope is a corridor, not just a span. About 5.5 miles of I-10 get rebuilt, from Ryan Street in Lake Charles to the I-210/I-10 interchange in Westlake.
The new bridge goes in north of the existing 1950s-era alignment and carries three 12-foot travel lanes in each direction plus an auxiliary lane, with 12-foot shoulders and lighting designed to echo the truss profile of the bridge it replaces. The existing structure, opened in 1952 and long rated structurally deficient, stays in service throughout construction — one of 42,966 US bridges carrying that rating in the most recent National Bridge Inventory cycle.
Beyond the river crossing:
- A new elevated Sampson Street interchange that eliminates at-grade railroad crossings — a substantial structure on its own
- A new eastbound service road system between PPG Drive and Sampson Street
- Reconstruction of the I-210 westbound ramps
- A $10 million allowance for pedestrian and cyclist facilities near the bridge
The profile change is the design decision that drives everything else. The existing bridge climbs at about a 4.1 percent grade to reach its high point, a slope that has contributed to crashes and to persistent maintenance difficulty. Dropping the new roadway to 75 to 95 feet flattens the ride and, per the project, improves both constructability and long-term maintenance access. Project materials reviewed for this article describe the change in those terms; they do not publish a navigation clearance figure for the new structure, and the crossing sits on the Calcasieu Ship Channel serving the Port of Lake Charles more than 30 miles inland.
The deal structure
The owner is the Louisiana Department of Transportation and Development. Everything else runs through a P3.
Calcasieu Bridge Partners is the concessionaire, with Plenary Americas as lead developer and equity investor and ACCIONA and Sacyr as equity members. ACCIONA and Sacyr also form the design-build joint venture that is actually constructing the project. Kapsch operates the tolling. The concession carries a 50-year operations and maintenance term.
Financing combines federal and state money, private investment and future toll revenue, and Louisiana holds a 15 percent share of toll revenue for reinvestment in transportation infrastructure. Tolling will be fully electronic. Noncommercial vehicles registered in the Southwest Louisiana region qualify for discounted rates through GeauxPass accounts, and final toll rates had not been published as of the most recent project reporting reviewed here.
The structure matters to anyone bidding subcontract work. A 50-year maintenance obligation changes how the design-builder specifies. Durability details that a design-bid-build agency job might value-engineer out — coatings, deck treatments, drainage, access provisions for future inspection — get defended, because the same equity holders own the maintenance bill through 2076. That tends to raise material quality and tighten workmanship expectations on the packages beneath the JV.
Four fronts at once, with I-10 open the whole time
The contractor is running four segments simultaneously so that I-10 never closes.
That is the constraint that shapes the entire job. I-10 through Lake Charles is a primary east-west freight route on the Gulf Coast, and there is no practical detour for the volume it carries. So the work is staged: build the new alignment beside the old one, keep the 1952 bridge carrying traffic, and move drivers over in one shift rather than a long series of partial diversions. Motorists get periodic lane shifts and changed traffic patterns in the meantime; the project held a public meeting on July 21, 2026 specifically to walk through construction staging.
Running four segments concurrently is a manpower and logistics decision as much as a schedule one. It means four separate work fronts drawing on the same craft pool, the same batch plants, the same aggregate and precast supply, and the same haul routes at the same time. It compresses the schedule, and it multiplies the number of places where a single late material delivery does damage.
What is actually happening on site
Construction work began in March 2026 after the baseline schedule was set in February. The official groundbreaking followed on April 29, 2026.
The first phase of physical work is not bridge work. It is right-of-way clearance, utility relocation — including repositioning a common duct bank — the trial embankments, earthwork, foundation installation and framing for major bridge components. Superstructure erection accelerates after that base is in.
Foundations on this site mean deep piling. That is standard practice for major structures in coastal Louisiana, where competent bearing sits well below the surface, and it means months of pile driving on multiple fronts before anything recognizable as a bridge appears. Marine work in the ship channel adds barge-mounted equipment and the coordination that comes with a working commercial waterway.
The labor picture, honestly
The figures published around the groundbreaking are economic impact numbers: more than 16,000 jobs across the project lifecycle, $1.9 billion in labor income and $3.29 billion in regional economic impact. Those are modeled totals covering direct, indirect and induced employment over years — they are not a headcount of people on site.
A peak craft workforce figure has not been publicly announced. For contractors trying to size their own exposure, the more useful signal is the four-front structure: concurrent work fronts across 5.5 miles, marine foundations, an elevated interchange, service roads and ramp reconstruction, all live at once in a metro area of Lake Charles's size. Southwest Louisiana's craft labor market already competes hard with petrochemical and LNG construction on the same coast. This project lands on top of that.
Materials are the cost story
The $2.3 billion headline is a financing number. The construction number underneath it is mostly concrete, steel and aggregate.
A project with this much substructure — deep piling, an elevated interchange, long approach embankments with MSE walls, plus 5.5 miles of reconstructed interstate — is fundamentally a cement, rebar and aggregate job. Movement in those inputs over a five-year build does more to the contractor's margin than anything in the concession agreement, which is why anyone pricing packages here should be watching concrete and cement pricing rather than the press-release total.

What happens next
Foundations and earthwork continue through 2026 and into 2027, then superstructure erection ramps up. Traffic shifts to the new bridge in February 2030. Demolition of the 1952 structure begins after that shift. Electronic tolling starts in August 2031, and final acceptance is December 2031.
The milestones worth tracking are the trial embankment results feeding the final approach design, the start of superstructure erection, and the publication of actual toll rates — the last of which is politically live in Louisiana and will be the thing that determines how this project is remembered locally.
